In an initially elliptical orbit measuring about 186 by 534 miles, the dispenser will release a satellite known as Oculus 13 minutes after launch. Scientists have said that Greenland's ice sheet, which is more than a mile thick, is melting much faster than previously believed, and although the entire ice sheet is not going anywhere yet, if it did it it would raise sea levels by about 20 feet, plunging coastal cities and island nations like the Cayman Islands underwater. "The Clean Power Plan was designed largely to put coal out of business", Gunasekara said. Obama's Clean Power Plan had aimed to slash power plant carbon emissions by more than a third from 2005 levels by 2030, which would have forced utilities to drop coal in favor of cleaner fuels like natural gas.
