Lewiston police are securing search warrants to continue the investigation. Lewiston Police are looking for 73-year old Richard Carlin. "The names of the victims are not being released at this time", Maurer stated. Carlin was convicted in 2004 of sexually abusing a child under the age of 16. Saipov is being held without bail and has remained in federal custody since his arrest. The Centre told the bench headed by CJI Dipak Misra, that Delhi is a Union Territory and the AAP government can not claim privileges of a state government. He argued that the Constitution is silent about giving co-extensive executive and legislative powers to the Delhi government. The Centre on Tuesday told the Supreme Court that Delhi can never be considered as a State as the Indian Constitution never envisaged such a status for it and doing so would lead to an "inevitable chaos".
