Hours earlier, North Korea's army had said in a statement it was exploring plans for attacking the tiny USA territory, which houses US military bases and is a common refueling stop for US government aircraft traversing the Pacific Ocean. The U.S. National Hurricane Center says Franklin's maximum sustained winds later decreased to near 70 miles per hour with additional weakening expected. While the Atlantic has produced six named storms, these have been short lived, weak cyclones, nearly all of which were minimal tropical storms. Ceuta has become a magnet for African migrants hoping to reach Spain as it has the EU's only land border with Africa. Police said he had pushed the emergency button twice but got no response. Isaak Komisarchik had been missing since July 5.
