The national assembly has previously opposed Venezuela's president, Nicolás Maduro. Washington slapped sanctions on Maduro himself last week following similar action against 13 Venezuelan figures on July 26. But experts say individual sanctions, while providing symbolism, have had little or no impact on Maduro's policies and that broader oil-sector and financial sanctions - the toughest of possible measures - may be the only way to make the Venezuelan government feel economic pain. The pastor had been arrested in January 2015 and accused of acts subversive against the north Korean regime, what the canadian authorities have always strongly denied. His supporters have said he was on a humanitarian mission to North Korea when he was detained. The meeting was called after North Korea earlier this week declared that it will quote "seriously" examine an "enveloping strike" of Guam with four of its missiles, and will finalize a plan to do that by mid-August.
