According to Appleby, shortly before the patient's death, "they looked at their nurse and said 'I think I made a mistake, I thought this was a hoax, but it's not". "I thought this was a hoax". She said any flare-ups or hot spots could be dealt with on a "school by school" basis. DeVos could perhaps find grants or programs over which her department controls the purse strings that could affect a school district, but it doesn't seem likely in an environment when school districts need more money, not less, to do what she wants them to do.
