Last weekend, Florida and SC started reopening beaches for the first time since the coronavirus outbreak started on US soil. Lifeguards estimate 40,000 people on Newport Beach Friday, which is twice as many as Thursday. "It's crowded out", Newport Beach lifeguard battalion chief Brian O'Rourke told NBC News, adding that lifeguards haven't encouraged many issues with social distancing as they've been primarily focused on watching the water. Until now, the maximum punishment for juvenile offenders included the death penalty . All were minors when they committed the alleged crime.
