By 7:15, the TBI announced Russell Roysden had been found safe in Morgan County. Russell was described as a 3-month old with blue eyes and blonde hair. Wednesday, September 13. Officials do not know what Roysden was wearing, or which direction he may be traveling. A warrant for kidnapping has bee issued for his arrest. (more...)

FEMA must add these counties to the Individual Assistance list to ensure that families can start addressing their needs today. As for federal assistance to individuals and households, only nine counties were included as eligible. Much of the damage inflicted by Hurricane Irma will be covered by private homeowner's insurance or flood insurance. The loans can be used for loss and damages not fully covered by insurance. On Monday the United Nations human rights chief Zeid Ra'ad Al Hussein accused Myanmar of waging a "systematic attack" on the Rohingya and warned that "ethnic cleansing" seemed to be under way. The plea, filed by two Rohingya immigrants, Mohammad Salimullah and Mohammad Shaqir, who are registered refugees under the United Nations High Commission of Refugees (UNHCR), claimed they had taken refuge in India after escaping from Myanmar due to widespread discrimination, violence and bloodshed ... These additional deaths arrive following ABC News' tally of 23 people whose US deaths can be attributed to Irma, so the official total has now eclipsed 2 dozen USA dozen lives lost (along with close to 40 in the Caribbean). Many Florida residents who were unsure of where the storm was headed raced to fill up their tanks. Egyptian security officials said the attack took place just outside the town of Rafah, on the Gaza border, and that the two conscripts died when the suicide bomber blew himself up.
