McConnell explained that he pushed for retaining the Treasury Department's ability to use "extraordinary measures" to avoid a more immediate need to raise the debt ceiling. At least 13 people are dead after Hurricane Irma slammed Caribbean islands through the night of September 6 and into the following day.
