In a unanimous decision, the Ninth Circuit upheld a lower court's decision on Friday in Hawaii v. Trump , allowing extended family members as well as certain refugees to enter the United States. But the 9th Circuit opinion found that refugees who have been assigned to resettlement agencies had established enough of a "relationship" with a US entity to qualify for a waiver from the ban. Prime Minister Haidar al-Abadi is now bound to take the necessary measures that would preserve Iraqi unity and kick off serious dialogue to resolve pending issues between Baghdad and the Kurdish region, he added in a statement. "The Kurdish parliament will definitely have a response to the resolution when it convenes on Thursday", said Hoshyar Zebari, former Iraqi foreign and finance minister and now a senior adviser to Kurdistan Regional Government (KRG) President Massoud Barzani.
