After a meeting of the 28 European Union foreign ministers in Tallinn last week, Mogherini said work would begin on new measures against the North to add to the broad range of sanctions the bloc already has in place. On Monday, a second US-drafted United Nations resolution targeted North Korea's textile exports, further cut its ability to send workers overseas, curbed refined petroleum products going to Pyongyang and banned all joint ventures with it. Around 7:40 a.m.in Gray County, a Dodge pickup driven by 21-year old Zachariah E. Hammond of Montezuma, was eastbound on US 56 just west of Kansas 23. Bogina, of Arma, was pronounced dead at the scene. The crash happened at a rural intersection, and sent both vehicles tumbling across the roadway. The patrol said Bogina wasn't wearing a seat belt. In a unanimous decision, the Ninth Circuit upheld a lower court's decision on Friday in Hawaii v. Trump , allowing extended family members as well as certain refugees to enter the United States. But the 9th Circuit opinion found that refugees who have been assigned to resettlement agencies had established enough of a "relationship" with a US entity to qualify for a waiver from the ban.
