Under the new traffic light system announced by Victorian Premier Daniel Andrews, travellers to Victoria will need a permit but will be allowed to travel in designated green zones anywhere across Australia.
VICTORIA'S hard border with New South Wales will soften from tonight as the state establishes a new permit system for domestic travellers.
Regional NSW has been classified orange, while Greater Sydney and Greater Brisbane remain red.
Mr Andrews conceded it was a "deeply inconvenient and challenging time" for Victorians stranded interstate, but insisted he had to follow public health advice.
"The stakes are very high here".
Victorians will not be allowed to travel to a red zone.
"That has got to be part of your thinking because this is not normal", he said.
It's based on red, orange and green "zones" around Australia.
"This is a huge step, it puts the Government in control of every single Victorian's life".
Anyone travelling from a green zone can apply for a permit and enter Victoria without needing to quarantine or get tested.
Victoria has recorded zero new locally acquired cases of coronavirus on Monday as more than 18,000 people were tested in the past 24 hours.
It brought the state's active case total to 40. The former covers instances such as emergency relocations, funerals, essential medical care, and people needing to return home for health, wellbeing, care or compassionate reasons.
The child attended Armadale's Explorers Early Learning Centre, 8km southeast of Melbourne, on January 7. Folks will be required to isolate before and after the test and until they receive a negative result, as is procedure for tests across the board.
The test was a rapid test, which has been proven to be less accurate than a nose and throat swab.
Professor Sutton said the trend was "positive" in Greater Sydney, but the ongoing new cases meant "the risk is still there".
Nearly 200,000 tests have been taken in Victoria since the start of the year. If you try, you will be fined $4957 and turned away.
"Regional New South Wales, from 5:59pm tonight, will become orange, so will move out of the red zone", Andrews told the media this afternoon. The type of permit will depend on where residents are coming from.
