Racing Victoria chief executive Giles Thompson said those strict protocols, that included the banning of all bar essential personnel from race meetings and trackwork, were a key reason the industry was able to continue during an unprecedented period of public restrictions.

Mr Andrews said businesses such as supermarkets, butchers, bakers will not be impacted and there is no need to panic buy at these retail outlets.

"If you've got that many cases - and they're not just in metropolitan Melbourne, they're in regional Victoria as well - if you have that many cases of community transmission you must assume you have even more and on that basis you can no longer be confident that you've got a precise understanding of how much virus is there", Victoria Premier Daniel Andrews said during a press briefing.

The state reported 429 new cases today, down from 671 new infections yesterday, but 13 more deaths was the second highest daily death toll.

Six of the deaths were connected to the age care sector.

Seventy-three of the new cases are linked to known outbreaks while 598 remain under investigation.
