Trump faults plan to paint ‘Black Lives Matter’ in NY

New Yorkers will have to wait a little longer to grab a bite to eat indoors.

President Donald Trump on Wednesday said painting "Black Lives Matter" on New York's Fifth Avenue would be "a symbol of hate" and wind up "denigrating" the street outside of Trump Tower, as he ratcheted up objections to a plan that he suggested the city's police could stop.

NY state will create its own department to help local governments enforce reopening rules for businesses, Gov. Andrew Cuomo said Wednesday. However, an uptick of COVID-19 cases in states that have already reopened indoor dining have caused the officials to change tack.

The Big Apple is due to enter phase three of a four-phase reopening plan on Monday but officials have postponed plans to allow restaurants to sit customers inside with limited capacity.

NY state, New Jersey and CT require visitors from 16 states, mainly in the south and southwest of the USA, to quarantine for 14 days if they visit.

It was also the second time in as many weeks that Trump has lashed out at the Black Lives Matter movement as polls show a majority of Americans disapproving of his response to the nationwide protests that emerged following the death of George Floyd in Minneapolis.

Mayor de Blasio also anxious about indoor transmission.

"It is not the time to forge ahead with indoor dining", de Blasio said. Communities across the state must take enforcement seriously, he added.

Cuomo said he is also anxious about New Yorkers not following social distancing rules and failing to wear masks.

"We have had compliance issues all across the state", he said. He also said he was concerned about people from other states with higher rates of infection traveling to the city and spreading the virus. In New York City, those numbers are 1.1% and 3.61 per 100,000 residents.

"If you have citizen compliance dropping and you don't have local governments enforcing, then you're going to see the virus go up", Cuomo said.

Unless people do a better job following reopening rules, the virus will return in NY in force, Cuomo said.
