Vietnam has recorded 45 new cases of Covid-19 - its highest single daily tally since the pandemic began - as an outbreak in the resort city of Danang erodes the country's efforts to stay virus-free.

Regional Victoria now has 255 active cases, with 159 in six local areas around Geelong.

"This increase is linked with multiple outbreaks across a range of settings in metropolitan Melbourne", the ministry said in a statement.

'In level four lockdown, most critically, is that the only people that go to work are those for essential services, otherwise you reach a critical point'. Some are also being seen in New South Wales, the country's most populous state.

The Victorian Opposition says tighter restrictions would be a disaster for the state and is urging the Government to crack down on people who don't abide by the rules, especially people with COVID who aren't staying at home.

"I know that it may seem, as I said, counterintuitive that you can go to the pub but you can't go to your mate's place, but ultimately that's where the data drives that decision", he said. "One family to another".

Victorian Premier Daniel Andrews has given the strongest indication yet that his state is heading for a stricter lockdown as the infection rate remains too high.

Local authorities in Victoria have made it mandatory to wear face masks from coming Sunday night.

Speaking in Melbourne this morning, Andrews said teams of healthcare workers and Australian Defence Force members are conducting door-to-door visits with all positive cases of the virus.

"They perhaps thought that they wouldn't be in the frame, that they would be able to ignore their positive case, the fact that they have this virus", Andrews said.

"It is simply unacceptable for you to have this virus and not be at home".

Masks will become mandatory across Victoria.

Premier Daniel Andrews confirmed 10 of the 13 deaths were connected to aged care facilities.

The deaths take the state toll to 105 and the national figure to 189.

"It's dispiriting to see big numbers and we all rise and fall with the numbers every day", he said.

Last week, the Victorian Government introduced a $300 payment to aid workers forced to self-isolate while awaiting COVID-19 test results, on top of a $1500 hardship payment to support those in isolation after testing positive.

It's not in cafes and restaurants, but it is, in small numbers, in people's homes.

"I understand this will a big step for some".
