Earlier in the week, Cuomo, along with the governors of New Jersey and CT, implemented a 14-day quarantine for travelers arriving from high-risk states based on the same 10% positivity rate threshold.
The order applies to anyone who is employed in New York State and voluntarily travels to states with infection rates of 10 per cent or more.
"Employees will forgo their paid sick leave benefits from New York's COVID-19 paid sick leave law if they engage in non-essential travel to any state that has a positive test rate higher than 10 per 100,000 residents, or higher than a 10 percent test positivity rate over a seven-day rolling average", a release from the governor's office states.
The states impacted, according to COVID-91 infection rate data from Johns Hopkins University as of Sunday, are Alabama, Arizona, Georgia, Florida, Mississippi, Nevada, South Carolina, Utah, and Texas. The number of people who go to hospitals increases or decreases.
"New Yorkers have controlled the spread of this unprecedented virus by being smart and disciplined, and our progress to date is illustrated by the current low numbers of new cases and hospitalizations", Governor Cuomo said.
The state saw 616 additional coronavirus cases, bringing the statewide total to 392,539.
