Guilbault added that public distancing guidelines will still need to be followed during gatherings which are not permitted indoors.

"If the contagion restarts, we will have to come back to a pause", he said.

Guilbault noted that Quebec's public health department gave the go ahead to loosen restrictions on the gatherings.

Later Wednesday afternoon, Quebec announced its plan to gradually reopen hair salons and other personal grooming services in Quebec as of June 1, but only outside the areas of Montreal and Joliette, both of which have been hit hard by the COVID-19 pandemic. The announcement was made on Wednesday by Deputy Premier Genevieve Guilbault.

Quebec's day camps will be allowed to open on schedule this summer, but with more supervision and other measures in place to reduce the risk of COVID-19 infection.

There are 1,516 people being treated for COVID-19 in Quebec hospitals as of Wednesday, down 268 from the 1,784 reported Tuesday.

Of the hospital cases, 183 are now in intensive care which is an increase of just 3 from Tuesday's report.

On Monday, Montreal retailers with direct street access will be allowed to open, finally joining other retailers across Quebec who were given the green light to reopen two weeks ago.

Quebec also recorded the first death among its provincial prison population.

Legault said that it's not likely camps will be able to fill all the available positions, as they will be competing with the Canadian Emergency Response Benefit.

Guilbault said increased testing and following public health rules are key to reopening the province. "Don't think there's going to be no cases", Arruda said.
