Guilbault added that public distancing guidelines will still need to be followed during gatherings which are not permitted indoors.
"If the contagion restarts, we will have to come back to a pause", he said.
Guilbault noted that Quebec's public health department gave the go ahead to loosen restrictions on the gatherings.
Later Wednesday afternoon, Quebec announced its plan to gradually reopen hair salons and other personal grooming services in Quebec as of June 1, but only outside the areas of Montreal and Joliette, both of which have been hit hard by the COVID-19 pandemic. The announcement was made on Wednesday by Deputy Premier Genevieve Guilbault.
Quebec's day camps will be allowed to open on schedule this summer, but with more supervision and other measures in place to reduce the risk of COVID-19 infection.
There are 1,516 people being treated for COVID-19 in Quebec hospitals as of Wednesday, down 268 from the 1,784 reported Tuesday.
