President Trump's budget calls for $11.7 billion foreign aid cut

After 2020 Democrats and others seized upon Trump's comments as further evidence that his 2016 campaign vow to protect Social Security and Medicare was a lie, the president has since claimed he is attempting to "save" the programs. The State Department announced on Monday that President Donald Trump's FY 2021 budget requests almost 41 billion U.S. dollars for the State Department and U.S. Agency for International Development (USAID), which the U.S. media said was an over 20 percent cut from the previous year's enacted appropriations. The proposal is unlikely to become law, however, as Democratic lawmakers have already voiced opposition to the plan. The cuts and savings it proposes play right into Democratic attacks, even as they might also hearten some in his base.

The president is also requesting $2 billion towards his US/Mexico border wall in the $4.8 trillion budget.

Like Medicare figures, HHS declined to confirm that figure, saying only that the plan "slows average annual growth" from 5.4 percent to 3.1 percent "to ensure a more sustainable program for the truly needy and gives state flexibility to reform and innovate".

"If Democrats are in fact anxious about the shortage, they ought to work with Republicans on sensible strategies to get Washington's spending under management when strengthening our security net", explained Representative Kevin Brady of Texas, the leading Republican on the House Ways and Means Committee. "We're not touching Medicare, we want to keep Medicare, we're not touching Social Security, we're making our country stronger again, we're not decreasing Medicaid, but we're doing a lot of things that are very good, including waste and fraud".

Pelosi said the president's plan slashes half a trillion USA dollars from Medicare, takes 900 billion dollars from the lifeline of Medicaid, and cuts social security disability insurance.

Despite the deep cuts, the budget plan acknowledges that the proposal would fail to eliminate the deficit over the next decade.

Under the budget proposal, the government would cut Medicare spending, relying on reductions in drug costs and tightening eligibility requirements for Social Security's disability program. It was part of a larger Emerging Pandemic Threats (EPT) program that was born out of the H5N1 bird flu outbreak in 2005.It's unclear if the program would regain funding under Trump's FY21 budget request, although USAID's Global Health Security programs would be granted $15 million more.
