On Jan. 12, the warring sides in the Libyan conflict announced a ceasefire in response to a call by Turkish President Recep Tayyip Erdogan and Russian President Vladimir Putin.

"Our main concern is for the safety of civilians who remain at serious risk", said Bachelet. Her office received reports that airstrikes resumed on January 15, she said.

At least 19 people were killed in the attacks on the market and the nearby shops, including a Civil Defence volunteer, Ahmed Sheikho, a spokesman for the group, told Al Jazeera.

The Syrian Observatory for Human Rights also reported that 58-pro regime fighters and 67 opposition fighters were killed in the fighting.

Turkey and Russian Federation also agreed in September 2018 to turn Idlib into a de-escalation zone where acts of aggression are expressly prohibited. Of these, 75 civilians including 17 women and 22 children (five percent of the total), were in areas under the control of Government forces. Michelle Bachelet said that though the pursuit of a ceasefire is to be encouraged, it has failed to protect the lives of civilians. Since hostilities intensified in the so-called "de-escalation zone" in Idlib on April 29, United Nations monitors have verified incidents in which 1,506 civilians, including 293 women and 433 children, were killed, he said. The Syrian Observatory for Human Rights has actually verified this.

Over a million Syrians have moved near the Turkish border due to intense attacks over the a year ago.

Turkey's Defense Ministry said on Friday that Ankara had agreed with Moscow that a ceasefire will be implemented in Syria's Idlib.

Other displaced people reportedly have fled to safer areas under rebel control along the Syria-Turkey border.

"Russia, Syria and Iran are killing, or on their way to killing, thousands of innocent civilians in Idlib Province...", President Donald Trump said in tweet last month.

The United States, which has led a coalition to combat the Islamic State (IS) terror group in eastern Syria, does not have any military presence in northwestern Syria, including Idlib, but US forces have occasionally carried out airstrikes targeting al-Qaida and other militant leaders in Idlib.
