United Nations chief backs Turkey on climate change talks: Environment minister

Guterres referenced various United Nations -affiliated reports from recent years, including three released in the weeks leading up to COP 25, the climate conference that will begin Monday and run through December 13.

The blue zone is to host sessions for negotiations between COP participants. "It is a crucial event for laying the foundations to ensure that in 2020 countries comply with their 2015 Paris Agreement commitments and raise the ambition of their contributions, consistent with science", said Teresa Ribera, Spain's environment minister.

The green zone will be dedicated to civil society initiatives aiming to promote social participation.

He noted that had countries started cutting their emissions drastically a decade ago, reaching the Paris goal would have been much easier.

Cuts in emissions of greenhouse gases - mostly from burning carbon-based fossil fuels - that have been agreed so far under the Paris deal are not enough to limit temperature rises to a goal of between 1.5 and 2 degrees Celsius above pre-industrial levels.

Over the next fortnight, negotiators, business leaders and civil society members from nearly 200 countries, meeting in Madrid for the 25th round of the annual UN-sponsored climate talks, will focus on finalising the framework and modalities that will permit and ensure collaborative action among nations towards the common goal of slowing down global warming.

The aim is to come up with a regulatory framework for a global carbon trading system, a complex issue that falls under Article 6 of the Paris Agreement.

Countries most vulnerable to climate change meanwhile call for more robust climate action from the other nations.

Progress since then has been slow, and emissions have continued to rise while most countries have failed to propose the tougher targets needed to fulfil the goals of the Paris agreement.
