"I think it is repulsive that individuals as unsafe as this man should be allowed out after serving only eight years and that's why we are going to change the law", he told BBC's Andrew Marr Show.

A recent University of Cambridge graduate has been named as the second victim killed in the London Bridge stabbing that left three others injured and the jihadist assailant shot dead by police.

But his sentence was quashed by the Court of Appeal in 2013 and he received a new 21-year term, comprising a custodial sentence of 16 years and five years on conditional release. He showed up to the afternoon session wearing a fake bomb vest and brandishing two large knives. Officials said one was released from a hospital Sunday, and the others were in stable condition.

Mr. Johnson blamed Labour for the 2008 law which was backed at the time by Mr. Corbyn.

Political leaders, including Prime Minister Boris Johnson and Labour Leader Jeremy Corbyn - who have traded blame for the security failures that allowed the attack - attended a vigil at Guildhall Yard in the medieval heart of London, to remember the victims and honour members of the emergency services and bystanders who fought the attacker with fists, fire extinguishers and even a narwhal tusk.


Dr Vin Diwaker, medical director for the NHS in London, gave an update on the conditions of the three people who were injured in the attack.

Marr repeatedly challenged the prime minister by pointing out that the Conservatives had been in power for almost a decade and not taken any steps to change the situation Johnson was complaining about. "I'm a new prime minister", he replied.

"Since 2010 these service (s) have been cut to the bone".

"You can't keep people safe on the cheap", Mr Corbyn added. "What monitoring arrangements were applied to Usman Khan?", she asked in a post on Twitter.

An urgent evaluate of terrorists launched from penal complex was as soon as launched by the Ministry of Justice following the attack on Friday.

The proposals were not in the Conservatives' formal manifesto issued last Sunday.

United Kingdom home secretary Priti Patel, who had recently unveiled plans for tougher sentences for violent criminals, said the police needed "space and time" to complete the investigation and that it was not right to "speculate". However, in a statement on Sunday, Cambridge's vice chancellor, Professor Stephen Toope, confirmed that she was an alumni of the university.

David Merritt has criticised that response, writing in one social media message: "We don't need knee-jerk reactions".
