He said the mosques in Xinjiang had been equipped with basic needs such as running water, electricity, natural gas and new facilities such as LED screens, air conditioners, drinking water facilities, shoe covering and automatic dispensers.
China on Monday defended its vast network of re-education camps in Xinjiang and said it would continue "training" residents, following explosive government document leaks detailing surveillance and control of the region's Uighur population.
Shohrat Zakir, Xinjiang's Uighur governor, denounced US Congress' approval of the Uighur Human Rights Policy Act. The US and some Western nations have issued sharp rebukes after the United Nations and rights groups estimated between 1 million and 2 million people, mostly ethnic Uighurs, were detained as part of a sweeping anti-terrorism campaign.
"When the lives of people of all ethnic groups in Xinjiang were seriously threatened by terrorism, the U.S. turned a deaf ear", Zakir said at a press briefing.
The US bill is a gross interference in China's internal affairs.

Clips of attacks by alleged Xinjiang extremists were also shown, including a mass-stabbing in 2014 at Kunming train station in southwest Yunnan province, where knife-wielding assailants killed 31 people and injured more than 130 others. Asked on Monday how many people had completed the training, Chinese foreign ministry spokeswoman Hua Chunying said she could not give an exact number.
Human rights groups and former detainees have said conditions in the camps are poor, with inmates subject to psychological and physical abuse.
Last week, the U.S. House of Representatives passed legislation requiring a stronger response to Beijing's treatment of its Uighur Muslim minority. "Any attempt to destabilize Xinjiang will be doomed", Zakir said.
Now, Xinjiang has cracked down on violent and terrorist activities in accordance with the law and has not had a single terrorist attack in the past three years.
The issue, along with Washington's support for pro-democracy protesters in Hong Kong, complicates prospects for a near-term deal to end a 17-month long trade war between China and the United States.
