Juveniles convicted in NY state's family courts can be sent to detention facilities until they are 21 in many cases, and are often released after that.
The park where majors were stabbed, near the campuses of BarnardCollege and Columbia University, is in a district in Harlem that has become safer over the years and in which, according to police, the number of serious crimes has decreased dramatically in the past 20 years.
Majors was then rushed to a nearby hospital where she was pronounced dead. A law enforcement source familiar with the investigation confirmed the arrest.
He was found with a knife and admitted being involved in the attempted robbery and stabbing, the source said Friday.
"Last night's murder of a young woman near Morningside Park is despicable, unacceptable and goes against everything New York City stands for", he said.
The 18-year-old student at Barnard College was stabbed to death just blocks from the Manhattan school in an armed robbery on Wednesday, Barnard College President Sian Leah Beilock said. Authorities discovered he was carrying a knife during a search.
Majors' family said they are "devastated by the senseless loss of our handsome and talented Tess".
"We don't know what's going on", the aunt said in an interview with The New York Daily News. "Tess shone bright in this world, and our hearts will never be the same".

"We are thankful for the incredible outpouring of love and support we have received from across the country", the family told ABCNews in a statement Friday.
The statement added, "Reports to the contrary are inaccurate".

At a news conference of Thursday, New York City Mayor Bill de Blasio called the stabbing "unbelievable".
"The close-knit community at Barnard College is in shock right now", de Blasio said in a tweet.

She and her band, Patient 0, had just put out their first album in the fall, and they had played their first New York City concert in October.
