Senate expected to pass spending bill to avert government shutdown in September

The House passed a short-term bill Thursday to prevent a federal shutdown when the budget year ends September 30, and give lawmakers until the Thanksgiving break to negotiate and approve $1.4 trillion for federal agencies.

"While there are things in the bill I would like to support, I could not vote for this rule-breaking continuing resolution", he said in a written statement.

Following the voting, the lawmakers have time until Thanksgiving break to debate upon and authorize the spending bill of $1.4 trillion of federal agencies.

The lawmakers had meant to complete the negotiations earlier this week, but issues like Trump distributing billions of dollars to farmers to prevent them from declaring bankruptcy to counter the adverse effects of trade war with China rose.

Senate Democrats Wednesday blocked debate on the nearly $700 billion Pentagon budget and other spending bills amid a feud between the chamber's leaders over the rules of engagement for translating this summer's hard-won budget deal into binding legislation.

Senate Democrats on Wednesday blocked a Republican attempt to move ahead with a defense spending bill and three other funding measures. But it also mandates that Agriculture Secretary Sonny Perdue issue a report by the end of October detailing estimates for payments from the program, as well as a state-by-state, commodity-by-commodity analysis of the damage caused by retaliatory tariffs in Trump's trade war, and other trade barriers to farmers. But Democrats also want to maintain some leverage over Trump by holding back the Pentagon measure he cares most in order to help force compromises on the domestic bills important to their party.

With the bill to prevent government shutdown approved, the lawmakers are positive that the shutdown can be averted.

Earlier on Wednesday, House Speaker Nancy Pelosi claimed that she is not anxious of the appropriations process in the Senate House. The good news is that it doesn't look like a bitterly polarized Washington will stumble into another government shutdown.

"Our Democratic colleagues may now regret having agreed to these terms, but that does not change the fact that they did", he said.

"We're simply trying to stop Republicans from stealing the money from our military and putting it into the wall, which he said Mexico would pay for", said Senate Minority Leader Charles E. Schumer.
