The gunman's sister was one of the 9 shooting victims in Dayton

OH law enforcement officials have reportedly identified the perpetrator who killed 9 people and wounded 26 others at a shooting in Dayton early Sunday morning.

Law enforcement named the Dayton shooter as 24-year-old Connor Betts.

It is unclear if he meant to fire on her, but Megan Betts was the youngest of her brother's victims - who ranged in age from 22 to 57.

The suspected gunman has since been identified as 21-year-old Patrick Crusius.

Sinclair Community College says Betts attended there and studied psychology but wasn't enrolled this summer.

Dayton Mayor Nan Whaley confirmed reports of the shooting, saying the suspect opened fire in the nightclub district of downtown Dayton while wearing body armor.

Had police not responded so quickly, "hundreds of people in the Oregon District could be dead today", Whaley said. "This is the 250th mass shooting in America".

She also said the city had gone through a "really tough year", drawing a comparison to a series of 14 tornadoes that hit Dayton in March.

The shooting was just hours after another deadly mass-shooting in El Paso, Texas, which left 20 people dead.

"We don't have the answer as to "why" and probably won't for some time", Police Chief Richard Biel said in a Twitter post. "This will be long and tedious investigation".

The killer has been shot dead and the Federal Bureau of Investigation are now at the scene.

"Everyone was panicking and running around", Hunter told CNN. "We need to take urgent action to end the gun violence epidemic".

The Oregon District reopen Sunday afternoon though the bar will remain closed.

The shooting occurred in the Oregon District of Dayton outside a popular establishment known as the Ned Peppers bar, according to CNN.

"We don't know the thoughts of the shooter", Mayor Whaley said.

"There was an incident in high school with this shooter that should have prevented him from ever getting his hands on a weapon". The family members of all nine have been notified, Carper said.

A spokesperson for the local Miami Valley Hospital, Terrea Little, confirmed to NBC News that the hospital was treating 16 victims. Two others across its health system were treated, Dr. She herself had been to Ned Peppers the night before, describing it as the kind of place "where you don't have to worry about someone shooting up the place".

Speaker of the Ohio House Larry Householder offered prayers to the victims and their families.

Twenty mass shootings have taken place in the USA before Sunday's incident in OH, which in total claimed 96 lives. They separately ordered flags at half staff in all OH state buildings, federal government buildings, military installations and vessels, and facilities overseas through Thursday at sunset.

"As our nation mourns the senseless loss of life in El Paso, Texas and Dayton, Ohio and prays for the victims and their loved ones, we must also raise our voices in rejection of these heinous and cowardly acts of hate, terror and violence", she wrote. "God bless the people of Dayton, Ohio".

Sunday's shooting in Dayton is the 22nd mass killing of 2019 in the USA, according to the AP/USA Today/Northeastern University mass murder database that tracks homicides where four or more people were killed - not including the offender.

The source adds that "what we found supports the theory that the Dayton shooter was not connected to the El Paso shooter". Much has already be [sic] learned in El Paso. Law enforcement was very rapid in both instances.
