Secretary of State Mike Pompeo also confirmed today that "military action is possible".
Bolton made it clear that Russia's interference in the matter was not welcome.
In a US-led phone call, Lavrov said that "Washington's interference in Venezuelan affairs is a flagrant violation of worldwide law" and that "this destructive influence has nothing to do with democracy", the Russian Foreign Ministry quoted him as saying. The hoped for split in the military didn't emerge and a plane that the United States claimed was standing by to ferry Maduro into exile never took off.
The National Security Council also scheduled a meeting for Wednesday afternoon to discuss next steps on Venezuela.
The protest participation will provide a test for Guaido's plan to overthrow Maduro, a day after the opposition leader called for a "military uprising" in his strongest move since invoking the Constitution to declare himself interim president on January 23. Many were brought in from across the country by public buses that stretched for miles on the side of the highway.
The U.S. government has expressed support for Guaido. Government workers wearing the socialist party's red waited to be transported from state offices to a rally at the presidential palace.
