Woodruffe was charged as Jazmine's funeral took place Tuesday afternoon, attended by hundreds of people at a Houston church.
For those who may have missed it, the seven-year-old was in a vehicle with her mother, LaPorsha Washington, and her three sisters near a Walmart outside of Houston when a now identified gunman opened fire - killing Jazmine instantly, and injuring LaPorsha and Jazmine's six-year-old sister.
The case inflamed racial tensions after Jazmine's mother and multiple witnesses said they believed the man who killed young Jazmine was a white male.
According to police, Black said the shooting was a case of mistaken identity.
Harris County Sheriff Ed Gonzalez said he believes the family's initial description was honest and the man in the red truck was likely a bystander who left the scene of the shooting.
Black and Woodruffe are both being held in the Harris County jail without bail.
Woodruffe has six prior convictions, including pleading guilty to choking a girlfriend, drug possession and being a felon in possession of a firearm, according to court records. The 7-year-old was fatally shot December 30 as she and her mother were headed to a local Walmart.
A sketch drawn up by the Harris County Sheriff's Office, which greatly resembles Cantrell, a white man with blue eyes, was released and then widely circulated by the prominent Black Lives Matter activist, Shaun King, last week. A second suspect is also in police custody on drug charges, but is believed to be connected to the crime. Jazmine was hit in the head and died.
Hailey Cantrell says despite the arrests of two suspects in the murder case, as recent as Monday, there have been threatening comments on her Facebook page regarding her uncle, Robert Cantrell.
Washington thanked everyone who came to honor her daughter, whose birthday is next month, she said.
The heartbreaking murder of Jazmine captured the attention of the country, including community activists and celebrities, as the search for her killer went on for a week.
Police later corroborated King's tip through their investigation. "Just tell me everything you know". Hopkins said it was to help the family with funeral costs, too, and hospital bills for Jazmine's mother or other family needs.
