U.S. gives Russian Federation 60 days to comply with nuclear treaty: Pompeo

The U.S. Secretary of State Mike Pompeo also said that his country is suspending its obligations under the agreement.

"In the light of these facts, the United States declares Russian Federation in material breach of the treaty and will suspend our obligations ... effective in 60 days unless Russian Federation returns to full and verifiable compliance", Pompeo said. The two sides have "serious disagreements" on issues such as strategic stability that require discussion, and while Russian Federation understands that USA officials want to meet, it's unclear when, he said.

The NATO partners on Tuesday also held talks with Ukrainian Foreign Minister Pavlo Klimkin.

Negotiating with China and Russia: Todd Harrison, a defense budget expert with the Center for Strategic and International Studies, told the Military Times that Trump's comment marked a significant change from Trump: "The two chief drivers of our national defense spending have been Russia and China, and he is suggesting he wants to reduce our spending through talks with them".

NATO Secretary General Jens Stoltenberg said of the treaty: "This was really arms control at its best and therefore it's a really big setback if this treaty now breaks totally down".

Russian Federation has said little about its Novator 9M729 cruise missile, also known as the SSC-8, other than to deny that it is in breach of the pact.

Russian Federation plans to bolster its armed forces and launch around 4,000 war games in preparation for President Donald Trump's abandonment of the Intermediate-Range Nuclear Forces Treaty (INF).

"We need to create a coordinated response to the actions of Russia", Klimkin said, adding that he raised "a set of practical steps with a number of proposals" at the meeting as to how NATO, Ukraine and Georgia might do that together.

At the time, Trump said the increase in spending was to provide the USA military with resources "better than any military on earth".

"Measures were considered to reinforce the armed forces' combat capacity and means amid the mounting arms race related to the USA plans to quit the INF Treaty", Shoigu told reporters during a conference. Meanwhile, it accuses the USA of violating the INF by the deployment of the Aegis missile defence system in Romania and Poland, on the grounds that the launchers used in that system for defensive interceptors could be adapted to fire offensive cruise missiles.
