European Union envoys were reportedly briefed on Friday that there is a mutual understanding of what the review mechanism should look like, as well as convergence on the Irish backstop plan, which would ensure there's no hard border between Northern Ireland and the Republic of Ireland once Brexit is delivered.

Tory MP Anna Soubry, a vociferous Remain campaigner, said she had "huge respect" for Mr Johnson, telling The Guardian: "Jo isn't the only minister who shares these views and I hope others will follow his lead".

However he emphasised that a "no deal" Brexit, which the government insists is the only other option, would mean "chaos" that would cause disruption, delay and deep damage to the United Kingdom economy. "To present the nation with a choice between two deeply unattractive outcomes, vassalage and chaos, is a failure of British statecraft on a scale unseen since the Suez crisis".

Its leader Arlene Foster said Friday she could not vote for the deal if it could see the province treated differently from the rest of the UK.

He said Britain was "barrelling towards an incoherent Brexit that is going to leave us trapped in a subordinate relationship to the EU".

Asked if his brother Boris Johnson had lied to voters during the referendum about Brexit, the former transport minister said: "In the campaign there were undoubtedly promises made that have shown to be undeliverable".
