But Pence claimed that Russian Federation and China already have military operations in space and said potential threats in space include anti-satellite weapons, airborne lasers, "highly threatening in-orbit activities and evasive hypersonic missiles".

President Donald Trump has demanded that Pentagon create a new military service, a Space Force to assure "American dominance in space".

The council's recommendations are set to be made at a meeting later on Tuesday at the National Defense University in Washington, where Vice President Mike Pence is also scheduled to speak.

"The goal of the space force will be to secure our vital national interests in space", Pence said at an event hosted by The Washington Post.

"Let's begin by bringing everyone under a unified command", he said, adding that he would also like to see a Space Development Agency tasked with new technologies. Pence announced in August that the administration hopes to establish Space Force as the sixth branch of the US military as soon as 2020, the first since the Air Force was formed after World War II.

However, the joint Space command will be formed on the model of the already existing special operations Command, said Pence.

"In the first phase (space forces) will look like the other, already existing types of Armed Forces".

Russian Federation has linked the proposed formation of the US Space Force and its intended withdrawal from the Intermediate Nuclear Forces (INF) treaty to the Trump administration's intention to dominate space.

According to the Vice President around 60,000 people are now working on space security in the United States, across various branches of the military and intelligence services.

'The time has come to stop studying the problem and start fixing it, ' he said.

A lack of centralized leadership and accountability threatened US ability to "advance our national security in space", Pence said.

The head of the U.S. Air Force said last month that creating a space force would cost about $13 billion for a force of 13,000 people in the first five years.

Pence said the administration would work with Congress, starting next year, on drafting a law creating an independent space force by 2020.
