Hurricane Michael's death toll rose to 11 on Friday as five people were reported killed when remnants of the storm passed through the USA state of Virginia, local officials said.
Scott traveled Thursday afternoon with the Florida National Guard to Panama City and Mexico Beach, where Michael came ashore midday Wednesday with 155 miles per hour maximum sustained winds, the strongest ever recorded in the region. - Homes near the coast are destroyed. "It's like a war zone".
Brock Long, head of the Federal Emergency Management Agency (FEMA), warned that he expected the number of deaths to rise.
"We are swamped", he said.
Long urged communities such as Mexico Beach, where many homes were obliterated by 12 to 14 feet (3.7 to 4.3 meters) of storm surge, to rebuild to withstand future storms.
In Apalachicola, about 48 kilometres east of where the storm made landfall, a little less than half of the 2,200 people stayed and rode out the storm, residents said.
"I've watched on television, thinking of what others have experienced, like in the Carolinas and Texas", Mexico Beach Mayor Al Cathey told reporters. "So many families have lost everything", he said.
Neighboring Panama City was hit just as hard as Mexico Beach.
"I have had employees going to the communities where our kids live, going door to door and checking", Principal Britt Smith said by phone.
About 285 people defied mandatory evacuation orders in Mexico Beach.
"It's insane. I'm way too stubborn for my own good".
No other information was available about the deceased man found in Mexico Beach, said Joseph Zahralban, Miami's fire chief and the task force leader of a search and rescue unit.
"I spent my life savings and retirement to stay here so I can't sell it now", Tenbrunson said. "So, if you can cut over more towards Alabama, especially if you're coming from the Atlanta area, just go as far west as you can and avoid the coastline, especially down near Alabama, Florida, because it's been-I mean, I've been looking for gas for the last 50 miles probably and this is the first place". They hope to complete those inspections later Saturday.
By Friday morning the remnants of Michael had moved into the Atlantic Ocean northeast of Norfolk, Virginia, but still could bring up to 5 inches (13 cm) of rain to parts of New England, the National Hurricane Center said.
The latest two deaths in North Carolina occurred in McDowell County when a vehicle struck a tree that had fallen across a road, officials said.
President Donald Trump said he planned to visit Florida and Georgia.
Efforts to find survivors in the rubble caused by Hurricane Michael have begun while the death toll from one of the most powerful storms in history has risen to 12 across four states. "I will be visiting both Florida and Georgia early next week".
The official said that after Hurricane Irma in September 2017, a field hospital was required in the Florida Keys for a year, and similar situations may be required with Michael.
At least 11 deaths have been blamed on the storm, which is the most powerful hurricane to hit the continental USA in over 50 years.
