Rwanda's Louise Mushikiwabo is new Secretary-General of La Francophonie

Michaelle Jean has lost her bid for a second term as secretary general of la Francophonie.

Hours before he was scheduled to board Prime Minister Justin Trudeau's plane for the summit, Legault released a written statement saying, "Africa has enormous potential, both for our economy and for the future of the French language".

But Michaelle Jean, the former governor general and current holder of the top job at the global body, showed no signs of abandoning her candidacy despite losing the support of her home country and province.

Mushikiwabo also has the support of French President Emmanuel Macron and several African Union countries.

After months of supporting her, the Canadian and Quebec governments announced this week that they would rally around the "consensus" candidate, Mushikiwabo.

"A consensus implies a debate that is held according to the standards", Jean spokesman Bertin Leblanc said.

Mushikiwabo has support from France and the African Union countries, leaving Jean's chances of retaining the top job slim, particularly without Canada and Quebec in her corner.

He further tweeted that the designation of Mushikiwabo as secretary general of the Francophonie is victory of a dynamic, ambitious and relevant Francophonie in the world's politics and business.

Federal Minister Mélanie Joly's attaché stated that Canada is "ready to join the consensus, as is the case in the Francophonie".

"Michaelle affirmed herself as an ardent defender of women, notably by asserting their right to education and fighting for their emancipation", Trudeau told dignitaries, lauding her dedication and contagious energy.

Anne-Laure Cattelot, a French Member of Parliament, said: "24 years after the genocide that devastated Rwanda, Louise Mushikiwabo is appointed general secretary of the OIF".

Her candidacy sparked criticism with Rwanda under fire over human rights violations and Kagame's controversial constitutional changes that allow him to extend his stay in power.

"La Francophonie must be the space that fights for the rights of women, and I want to salute the work that was done by Michaelle Jean, to whom I pay tribute, who strongly mobilized in this fight", Macron said near the end of his opening remarks.

Jean has been dogged by accusations of excessive spending during her time as head of la Francophonie after Quebecor media outlets reported she spent $500,000 renovating her rented Paris residence and as well as $20,000 on a piano.
