Rain-gorged rivers threatened further flooding on the storm-battered US East Coast Monday as the death toll from Hurricane Florence, now a tropical depression, jumped to 31.

The flooding is so bad in North Carolina that the state's transportation department warned people not to travel in or through the state.

Officials are planning to airlift food and water to Wilmington after the city of almost 120,000 people became cut off from the rest of North Carolina by rising flood water from Florence.

On Sunday, Gov. Cooper told The Wall Street Journal, "Floodwaters are still raging across parts of our state, and the risk to life is rising with the angry waters".

The National Hurricane Center (NHC) warned that Florence continues to dump heavy rain on parts of North Carolina and northeastern SC.

Nichols has made rescues during flooding before, including in Houston after Hurricane Harvey.

Many people flooded out of their homes will not be able to return quickly. Further inland, the same river, running through Fayetteville, a city of 200,000, was expected to reach major flood levels later on Monday, and would not crest until Tuesday.

News outlets report that the Charlotte County sheriff's office says the boy was struck by lightning at Central Middle School during storms Monday.

- Another person died in Pender County, according to the county's emergency management director.

"I think that the storm is likely going to produce impacts greater than Hurricane Matthew", Senator Thom Tillis of North Carolina said on Fox News, referring to a Category 5 storm that struck in 2016, killing 26 in the state.

"If you talk to somebody about what's on your mind, it can go a long way in helping you to feel that you're not alone", Mr. Burgess said, "that what you're feeling is normal in the aftermath of a disaster and that recovery is possible and that you will get through this".

The N.C. Highway Patrol has stressed that people trying to return home should not drive around police barriers, said Cooper. "I know the kind of people who live here and I know North Carolinians want to help", he said.

"Many roads in our state are still at risk of floods", the governor said.

By Tuesday, Guy said, "the remnants of Florence will be pushed towards the Northeast, where areas from northern Pennsylvania through central NY towards Boston could pick up some heavy rain".

"They were wet and hungry and very happy to see us", Ryan Nichols, one of the rescuers, told ABC News. "As the water recedes things will get better".

Florence was headed through Virginia and toward New England and flash flood watches extended from Maryland through NY and southern New England.

Another six people have died in SC due to Florence, WSOC reported.

Preliminary statistics from the National Oceanic and Atmospheric Administration showed Florence had the fourth-highest rainfall total of any hurricane to hit the USA mainland since 1950, with 35.94 inches (91.2 centimeters) at Elizabethtown, North Carolina.

The president had already issued a similar declaration for North Carolina, easing the flow of federal aid to the states.

At the White House, President Donald Trump said nearly 20,000 military personnel and federal workers were deployed to help with the aftermath.
