When it made landfall in the Philippines Saturday morning at 1:40 a.m. local time, Mangkhut was packing winds of up to 270 kph (165 mph), 120 kph (75 mph) stronger than Hurricane Florence that hit North Carolina.

Thousands of people evacuated high-risk areas following major flooding and landslide warnings.

The Hong Kong Observatory issued a Storm Signal 10 at 9.40am on Sunday, the highest on scale.

Officials in Hong Kong held emergency meetings Wednesday in which all departments were warned to have "their deployment and emergency response plans ready for the possible threats".

Mangkhut's high winds churned rough seas as it moved across Luzon, producing waves almost 30 feet high, according to the Joint Typhoon Warning Center.

Chinese authorities in Guangdong province have called back more than 30,000 fishing boats and taken precautions at two nuclear power plants that are in the storm's path.

Fujian province to the north of Guangdong is also closing beaches and tourist sites and preparing other measures depending on conditions, the agency reported.
