Florence likely to expose gaps in flood insurance

"The storm has never been more unsafe than it is right now", North Carolina Governor Roy Cooper said at a news conference yesterday. "The Cape Fear, Lumber, Neuse, Yadkin, and portions of the Rocky River and the South Fork of the Catawba River, are still rising, and not expected to crest until later today, or tomorrow".

They warned Wilmington residents who had evacuated not to return to the city yet. Fresh evacuations were ordered further inland as rivers crested and spilled out of their banks.

About 509,000 homes and businesses were without electricity in North and SC and surrounding states.

As Tropical Storm Florence unleashes a deluge upon North Carolina, the city of New Bern has found itself inundated with floodwater, forcing hundreds of residents to call for help.

"Many of our people are going to be going through assessments here over the weeks and months to be able to quantify the magnitude, but already we have 17 people who have died", Cooper said during a briefing Monday afternoon.

Besides federal and state emergency crews, rescuers were being helped by volunteers from the "Cajun Navy" - civilians equipped with light boats, canoes and air mattresses - who also turned up in Houston during Hurricane Harvey to carry out water rescues.

Gas stations were abandoned, with many pumps keeled over, and fallen trees cluttered many roads, making them impassable. President Donald Trump also plans to visit the state this week.

Radar showed parts of the sprawling storm over six states, with North and SC at the centre.

At least 500,000 customers are without power across the Carolinas.

"It's the first time we've ever had to move anything like this", Rose said. City officials estimate there has been $6 million in damages so far, Stephens said.

Florence threatens to bring even worse conditions to the Carolinas as it continues to dump water, even as it has officially been downgraded to a tropical depression.

Weather forecasters have said the storm will eventually disintegrate over the southern Appalachians and its remnants will make a sharp rightward swing to the northeast, moving into the mid-Atlantic states and New England by the middle of the week.
