Four more were killed in China's southern province of Guangdong.

The national meteorological centre says southern China "will face a severe test caused by wind and rain" and urged officials to prepare for possible disasters. More than 1,400 flights had been cancelled across the region, according to Flight Aware. All high-speed and some normal rail services in Guangdong and Hainan provinces were also halted, the China Railway Guangzhou Group Co. said.

In Hong Kong, crews cleared fallen trees and other wreckage left from when the financial hub felt the full brunt of the storm Sunday.

Ms Villamar said that telephone coverage remained patchy across the province and "90 per cent of areas" were without power, making it hard to contact isolated areas to assess the scale of need.

10 - the strongest alert under Hong Kong's storm warning system - was in force for about ten hours on Sunday after it was raised shortly before 10 am, bringing the city to a complete shutdown.

The Marine Department announced Monday morning that that the Hong Kong-Macau Ferry Terminal in Sheung Wan, the China Ferry Terminal in Tsim Sha Tsui, and the Tuen Mun Ferry Terminal in Tuen Mun have been reopened.

The government and casinos took extra measures ahead of the storm, determined to avoid a repeat of Typhoon Hato which battered Macau past year, killing 12 people and drawing accusations the city was ill-prepared.

The government and casinos are taking extra precautions after Macau was battered by Typhoon Hato past year, which left 12 dead.

It has been compared in ferocity to super Typhoon Haiyan which killed more than 7,000 people in 2013.

That warning followed Mangkhut's devastating march through the northern Philippines on Saturday with sustained winds of 205 km/h.

More than 2.4 million people were evacuated across China's southern Guangdong province in preparation for the deadly storm, AP reports.

Mr Palangdan said by phone that three villagers who almost got buried told authorities they saw residents rush into an old three-story building, a former mining bunkhouse that has been transformed into a chapel, at the height of the typhoon's onslaught on Saturday afternoon.

"That was not an authorized evacuation center", Palangdan said, but expressed sadness that the villagers, many of them poor miners, had few options to survive in a region where big corporations have profited immensely from gold mines.

Cimatu said army troops and police would be deployed to enforce the ban, which covers about 10,000 small miners in Itogon town.

Officials say Typhoon Mangkhut hit the Philippines with winds of at least 205 kilometers an hour.

The mayor of the Philippine village where the gold miners and their families were buried by the landslide said Monday that it was highly unlikely any of the 40 to 50 people feared missing would be found alive.

And though the Government had begun clean-up efforts, aid agencies were struggling to reach affected areas, according to Aprilynn Villamar, an emergency program officer for Catholic Relief Services in Benguet.
