Trump announced that Pruitt's deputy, former coal lobbyist Andrew Wheeler, would take over Monday as acting head of the agency that the president has tasked with dismantling Barack Obama's green legacy.
He had also ordered his EPA staff to do personal chores for him, picking up dry cleaning and trying to obtain a used Trump hotel mattress for his apartment. In a statement, independent Senator Bernie Sanders said: "Scott Pruitt was the worst EPA administrator in the history of the agency".
Wheeler also worked as an energy sector lobbyist, perhaps most notably for Murray Energy Company, one of the nation's largest coal mining companies, according to The Washington Post.
Pruitt, a former Oklahoma attorney general, is often aligned with the oil and gas industry, while Wheeler has focused more on coal since becoming a lobbyist a decade ago.
Whether it's Wheeler or someone else, Brandy Doyle, campaign manager for social change network CREDO, said her group has no doubt Trump will appoint another "fossil fuel industry stooge as Pruitt's replacement". Bloomberg has a full rundown of the public inquiries, at least a dozen of which were still pending when Pruitt resigned.
It was not immediately clear how Pruitt's resignation might affect those ongoing probes. As a private citizen, he could still be subpoenaed to testify before Congress, but Republican-led committees have thus far shown little appetite in forcing him to do so.
Beyer and Lieu, in their letter to the inspector general, said the allegations were supported by an analysis of Pruitt's public calendars.

White House homeland security adviser Tom Bossert resigned in April, a month after Rex Tillerson was sacked as secretary of state. This differs from Pruitt, who drew attention not only for his aggressive moves to cut back regulations but also for mounting scandals and questions about potential ethics violations. Health and Human Services Secretary Tom Price was sacked previous year after it was disclosed he took costly charter flights instead of commercial planes.
Pruitt, who has been widely praised by conservatives for his deregulatory agenda, attributed his departure to "unrelenting attacks" against him and his family. Tom Carper of DE, long a vocal critic of Pruitt's.
