An Illinois man is being charged on Thursday with hate crimes after video of him verbally assaulting a woman wearing a Puerto Rico shirt went viral earlier this week.
Trybus is facing a misdemeanor assault charge.
In the video of the June 14 incident, which has since been widely circulated online, Trybus is heard repeatedly questioning the woman's citizenship and told her she shouldn't be wearing her Puerto Rican flag shirt.
"You're not an American", Trybus screamed at Irizarry. But Conner resigned before investigators could ask him what happened during a disciplinary hearing, Pope said at a news conference Thursday.
In the wake of the incident, Cook County Board President Toni Preckwinkle offered her apology to the woman and took the unusual step of calling Ricardo Rossello, the governor of Puerto Rico. He resigned from his post on Wednesday, according to the Chicago Tribune.
"You should not be wearing that in the United States of America", he said.
Officials on Tuesday said that Conner was the officer being investigated.
Supt Randall said that Ms Irizarry deserved to be praised for her response amid a national trend of "racially charged, abusive incidents we're seeing throughout the country".
During the clip, which went on to be viewed almost two million times, Trybus yells at Irizarry that she "should not be wearing that in the United States of America" in reference to her Puerto Rican flag shirt, as well as repeatedly asking if she is an American citizen.
The Forest Preserves of Cook County confirmed that Officer Patrick Connor no longer works for the department following an incident filmed on June 14, which went viral almost a month later.
Caldwell Woods is part of the Forest Preserves of Cook County.
More officers arrived and arrested the man.
"Officer, I feel highly threatened", she says, as Mr Connor turns his back and walks towards his patrol vehicle. We can not allow those who do not understand America's greatness to terrorize people due to their background.
I just hope that we all are as poised as Ms. Irizarry was if and when someone gets in our face; whether for wearing a pussy hat, or a hijab, a rainbow flag or a black lives matter t-shirt.
Cook County Commissioner Jesús "Chuy" García had called for hate crimes charges against Trybus. Are you a citizen?'
Coming closer, the man says: "You're not gonna change us, you know that?" President Woodrow Wilson in 1917 signed into law the Jones-Shafroth Act, granting USA citizenship to residents of Puerto Rico.
'We will be looking into this incident as our offices in DC are in contact with local and state authorities, demanding that this officer be expelled from the police force, ' Rosello tweeted on Tuesday.
