Police say she admitted to driving from Whitehaven to Collierville with her 8-and 9-year-old grandchildren sitting in kennels in the back of her truck.
According to Memphis Police, investigators identified the woman as Leimome Cheeks, 62.
The two children involved are now being questioned by the police, who told them that Mrs Cheeks claimed there was not enough space in the truck for them to sit safely.
Once arrested a day later, Cheeks told cops that she put the kids in the kennels because she had run out of space in the auto. That followed a 35-minute drive through the Memphis area, according to CBS affiliate WREG.
A woman has been caught unlocking two children from pet kennels inside the back of her vehicle.
Skylarr Blake, Cheeks' neighbor, told WATN that Cheeks was a "nice lady" and that he couldn't "see her doing that". They also said Cheeks was a church-going woman.
The video was filmed by a concerned citizen who passed by.
Mrs Cheeks is due in court later on Monday.
Police said the children were OK after the incident. "It's very hot", said Nikita Blake, Cheeks' neighbor.
People convicted of child endangerment charges are typically sentenced to between one and 10 years in jail, depending on the seriousness of the case. "For them to be in the hot auto like that in cages is sad". WATN said it attempted to contact Cheeks at her home over the weekend, but no one answered the door.
