At the same time, Pompeo offered Iran a series of dramatic potential US concessions if it agrees to make "major changes".

Pompeo gave no ground to European countries and companies to ease the impact of sanctions. Pompeo also cautioned European firms against continuing to do business in Tehran, toughening up the United States policy line after its withdrawal from the 2015 nuclear pact this month despite intense diplomatic efforts by Washington's European allies.

In another departure from the Obama administration's approach, Pompeo said that "a treaty is our preferred way to go". He said the prospect for a new deal "is going to be very, very hard".

Not surprisingly, Iran rejected Pompeo's demands as well.

But Mogherini called on the USA to keep its commitments as part of the agreement signed under Trump's predecessor Barack Obama.
