U.S. military on border would have limited role

In an evening statement, the White House clarified that Trump's plan involved mobilizing the National Guard - not active duty military troops, which would be barred by U.S. law. I've been speaking with [Defense Secretary] Gen. Mattis.

"Until we can have a wall and proper security we're going to be guarding our border with the military". "That's a big step", he said at a meeting with leaders of Baltic nations. "We really haven't done that before, or certainly not very much before", he continued.

"Mexico & Canada have tough immigration laws, whereas ours are an Obama joke".

The White House statement came after Trump met with Defense Secretary James Mattis, Homeland Security Secretary Kirstjen Neilsen, Attorney General Jeff Sessions, Joint Chiefs Chairman Joseph Dunford and chief of staff John Kelly, Sanders said. Trump said on Twitter.

"We don't know what President Trump is talking about when he says that Honduras doesn't do anything" to stop illegal immigration, said presidential spokesman Ebal Diaz, according to Reuters.

Nick Miroff, a reporter at the Washington Post, wrote on Twitter that the guardsmen had little to do: "When I spent time with these soldiers watching the fence outside Nogales in 2011 they were hopelessly bored & desperate to leave".

Sending troops to the border would not be unprecedented.

Trump also warned Mexico to halt the passage of about 1,100 migrants, many from Honduras, who had been marching in a caravan along roadsides and train tracks in the southern Mexican state of Oaxaca.

Migrants in the caravan began crossing into Mexico last Sunday. "We share the idea of having a secure border, but we do not always agree on how to achieve that goal".

The officials have have deployed buses, cars, ambulances and police trucks, but an organizer from Pueblo Sin Fronteras said the help may not be entirely altruistic.

"Throughout the journey, the Caravan will meet with border communities and learn firsthand about the unique challenges facing the southern border region".

In a statement responding to Trump's "caravan" tweets on Monday, the refugee rights group Pueblo Sin Fronteras highlighted America's role in fueling the violence migrants are now attempting to flee by supporting the 2009 Honduran military coup and denounced the president for refusing to honor global agreements that enshrine the rights of asylum seekers.

Those troops supported the U.S. Border Patrol but did not engage in law enforcement for legal reasons. "Cash cow NAFTA is in play, as is foreign aid to Honduras and the countries that allow this to happen".

Under the terms of the Posse Comitatus Act of 1878, no part of the Army or Air Force may be used for domestic law enforcement purposes "except in cases and under circumstances expressly authorized by the Constitution or Act of Congress".

Trump has increasingly talked about border security as a national defense issue - he reportedly recently floated using the Pentagon's budget to fund the wall.

Until it is proven that they do not extort money from the migrants they carry, or are not on the payroll of special interest groups, Pueblo sin Fronteras are the political coyotes of the migrants they transport.
