Roskomnadzor was implementing a decision handed down on Friday by a Russian court that Telegram should be blocked because it was in violation of Russian regulations.
Russia's state media watchdog Roskomnadzor asked the court to ban Telegram "immediately" after its ruling. "Due to this, the information on these internet resources was sent to the mobile phone operators to limit the access on April 16", the message said.
Because Telegram is recognized as an information provider in Russian Federation, the company is required to provide encryption keys allowing the security service to read the correspondence of suspected terrorists.
Roskomnadzor intends to take measures to lock tools to use is prohibited on the territory of the Russian Telegram messenger.
"The FSB's requirements to provide access to private conversations of users are unconstitutional, baseless, which can not be fulfilled technically and legally", he said.
On April 13, Moscow's Tagansky District Court upheld the telecom watchdog's motion to block access to the Telegram messenger in Russia for its failure to provide the keys to decrypt user messages to the Russian Federal Security Service, the FSB.
Telegram representatives insist that handing over of the encryption keys is technically impossible. But Telegram said to comply would violate users' privacy. The messaging service offers end-to-end encryption, meaning that Telegram itself has no access to the content of messages.
Telegram founder Pavel Durov has maintained that the service does not have access to the encryption tools.
