Kanagaratnam's remains were found buried in planters that McArthur, a landscaper, kept stored at the home of one of his clients.
Idsinga said police believe he was murdered sometime between September 3 and December 14 in 2015. The dismembered remains of all the victims - except for Majeed Kayhan - were found in them. The other victims have been linked. They did not immediately release his name as next of kin were being notified. The identification of Kanagaratnam was confirmed with assistance from an global government agency, Idsinga said.
Police said there are now no known links between Kanagaratnam and the "Gay Village" of Toronto which other victims are known to have visited. After receiving assistance from an unnamed global government agency, Idsinga said police were able to identify the victim.
Investigators said he was identified after they released photographs of the man and appealed to the public for help.
"He doesn't quite fit the profile of what we've seen before", Idsinga said. McArthur had previously faced seven charges of first-degree murder. He lived in the Toronto suburb of Scarborough and had no direct family in Canada.
