John Worboys: Victims challenge rapist's release from prison

A judicial review was held yesterday at the High Court after an appeal launched by The Sun, Mayor of London Sadiq Khan and two victims.

"I think it is a unique case in which someone who has been granted his freedom has then had it taken away from him".

Philippa Kaufmann, QC, was opening a challenge to Worboys' release by two of his victims, as he watched the proceedings in a packed courtroom via a video-link from prison.

Police believe Worboys, who now goes by the name John Radford, may have had more than 100 victims.

"We are acutely conscious that underlying this forensic and analytical debate are stories of real and serious suffering on the part of the victims".

"John Worboys presents a significant threat to Londoners' safety and on behalf of his victims and survivors, I felt I had to be involved", he said.

Victims of Worboys who are bidding to block his release from jail say the board should have considered the "wider allegations".

Legal papers submitted to the High Court show that as recently as September previous year, the prison authorities believed he posed such a risk that he needed to remain in a Category A prison.

The barrister said: "The board indeed does not have to determine whether there has been a crime, or what it is, because there has been a criminal trial and a sentencing exercise".

Ben Collins QC, acting for the Parole Board, told the three judges - Sir Brian Leveson, Mr Jusrice Garnham and Mr Justice Jay - that the decision to release Worboys was "rational and lawful".

Two women, who can not be named for legal reasons, say something went "badly wrong" with the decision to free the fiend.

Mr Khan has made an unusual intervention in the court case, saying in a statement that he is "morally and duty-bound" to keep Londoners safe.

At last, the cloak of secrecy surrounding the Parole Board's decision-making in this case has been lifted.

"It also blows out of the water the Parole Board's finding that he is open and honest".
