One of Thune's questions was whether or not Apple plans to "release a similar software update feature to throttle back processing performance for newer phone models".
Even though it's contained in a beta version of iOS, Battery Health is specifically labeled as a beta feature - a word typically used by Apple to reflect the prospect of incomplete and/or inaccurate performance. Apple is also reportedly planning to use iCloud for a single sign-in option on iOS 11.3, but there is no word on whether the feature has made it to the beta update or not.
iPhonebattery performance management is off by default. When new, the battery on the iPhone can easily reach standard peak performance levels, as noted by Apple in the Battery Health menu. Once Apple admitted that it artificially slows down older devices, the company was swiftly hit with dozens of class-action lawsuits, with the underlying claim being that Apple's behavior was deceitful and effectively compelled users to shell out hundreds of dollars on device upgrades. Not just that, the update will also let users turn off the feature that automatically slows down phone's performance as the battery ages.

The bug delays all incoming calls and has been reported by the worrying amount of iPhone X users.

For iPhone 6 and later, iOS 11.3 adds new features to show battery health and recommend if a battery needs to be replaced. However, if you experience another shutdown due to the battery performance, it will again turn on automatically. Further, Thune also wanted to know if it is so, "what notice" Apple planned to provide to customers beforehand. As your battery ages and loses the ability to hold the same charge it did when new you'll see the percentage drop.
