President Trump's $1.5 trillion infrastructure plan depends on broke cities and states picking up most of the cost

"The President is committed to rescuing States, consumers, and taxpayers from the failures of Obamacare, and supporting States as they transition to more sustainable health care programs that provide appropriate choices for their citizens", the White House wrote in its budget release.

The plan is based on estimates the United States economy will expand at a three percent annual clip for the next six years, a growth rate many economists say is unrealistic, even given the short-term bump from the massive tax cuts approved in December.

Retirement benefits would remain mostly untouched, as Trump has pledged, though Medicare providers would absorb about $500 billion in cuts - a almost 6 percent reduction.

Some lawmakers and prominent groups like the U.S. Chamber of Commerce have called for a 25-cent, phased-in increase in the federal gas tax to bolster the nation's highway trust fund.

The proposal for FY19 includes $200 billion for infrastructure spending and more than $23bn for border security and immigration enforcement.

The White House's budget increases defense spending with a request for $686 billion for 2019, while making cuts to entitlement programs like Medicare, Medicaid and the Supplemental Nutrition Assistance Program, more commonly known as SNAP. "My administration stands proudly with America's sheriffs, deputies and law enforcement officers", the president said.

Mulvaney offered the estimate during questioning at the House Budget Committee.
