Brazil Senate gives final approval to Rio security intervention

It was announced by President Michel Temer on Friday, after annual carnival celebrations in Rio were marred by escalating crime.

Brazil's political affairs minister Carlos Marun said on Monday that passage of a bill to overhaul the country's costly social security system has effectively ground to a halt in Congress and would become a campaign issue in this year's election. The new ministry would have a similar portfolio to the interior ministry.

Temer, who is still chasing favorable votes for the pension reform bill, said that he would temporarily suspend the intervention in Rio de Janeiro to vote on the legislation if the government garners enough support for it.

In the meeting, President Temer heard from Rio de Janeiro authorities and politicians that the situation of security in the state can not be resolved without federal resources to reorganize the state police.

The decree, which was already signed by Temer, is expected to be approved by Congress next week.

Fleischer said Temer is desperately "trying to distract" attention from corruption allegations that have embroiled his presidency, as well as his struggles to adopt pension reform.

Also, Brazil's Association of Judges for Democracy released a statement saying that the military intervention in Rio de Janeiro state represents a direct violation of the country's constitution. Arthur Trindade, a university professor and former security secretary for Brasilia, said the main objective of the decree is to "clean up" a police force undermined by corruption.
