Senate ends debate, setting up vote to conclude shutdown, fund government temporarily

However, prospects for a longer-term compromise appeared limited, with Republican Senate leader Mitch McConnell tweeting that there had been "no substantive progress - not an inch - on the serious, bipartisan negotiations that it will take us to resolve issues such as immigration and border security, health care, disaster relief, defense spending, & many other matters".

During a speech on the Senate floor before the vote, Senate Minority Leader Chuck Schumer said Democrats would vote for the bill. But the political impact on both parties means the same fight could return in full force next month.

"Now there is a real pathway to get a bill on the floor and through the Senate", he said of legislation to halt any deportation efforts aimed at the younger immigrants.

Over the weekend, Trump encouraged the Senate's Republican leaders to invoke the "nuclear option" - a procedural maneuver to change the chamber's rules to allow passage of a budget by a simple majority of 51 votes to end the shutdown.

"If he does not, of course, and I expect he will, he will have breached the trust of not only the Democratic senators but members of his own party as well", Schumer said.

Democrats joined Republicans in voting for the CR, which came with promises from Republicans to move on immigration reform, including the Deferred Action for Childhood Arrivals (DACA) program for an estimated 800,000 individuals brought to the minors.

Trump spent the weekend stewing at the White House when he had planned to be among friends and family at his home in Mar-a-Lago, Florida for his anniversary bash. "They blinked", principal deputy press secretary Raj Shah told CNN.

Democrats refused to vote for the bill unless they secured protections for recipients of the Obama-era programme. "That's what they do", Democratic Representative Luis Gutierrez of IL said in an interview. Kamala Harris, D-Calif., Cory Booker, D-N.J., Elizabeth Warren, D-Mass., and Kirsten Gillibrand, D-N.Y. "He was much more specific this morning than he was last night and frankly I think this is an important opportunity for him to demonstrate that he will carry through". House Speaker Paul Ryan told "Fox and Friends" Monday that if the Senate approved a temporary spending bill to reopen the government through February 8, the House would approve it, too.

The Senate voted Monday to pass a bill that would extend government funding through February 8. If not, he said "it would be my intention to take up legislation" addressing those issues.

Republicans needed 60 votes to unlock the funds, but with only 51 of the 100 Senate seats they were reliant on Democrats to get the vote through. "The great deal-making President sat on the sidelines", Schumer said. "We have yet to reach an agreement on a path forward that would be acceptable for both sides", Schumer said at 9pm Sunday. The Democrats seemed sensitive to being seen by voters as willing to tie up government operations to protect immigrants in the USA illegally.

Although the Democrats initially dug in on a demand for an immigration deal, they had shifted to blaming the shutdown on the incompetence of Republicans and Trump.
