Senate ends debate, setting up vote to conclude shutdown, fund government temporarily

However, prospects for a longer-term compromise appeared limited, with Republican Senate leader Mitch McConnell tweeting that there had been "no substantive progress - not an inch - on the serious, bipartisan negotiations that it will take us to resolve issues such as immigration and border security, health care, disaster relief, defense spending, & many other matters".

During a speech on the Senate floor before the vote, Senate Minority Leader Chuck Schumer said Democrats would vote for the bill. But the political impact on both parties means the same fight could return in full force next month.

"Now there is a real pathway to get a bill on the floor and through the Senate", he said of legislation to halt any deportation efforts aimed at the younger immigrants.

Over the weekend, Trump encouraged the Senate's Republican leaders to invoke the "nuclear option" - a procedural maneuver to change the chamber's rules to allow passage of a budget by a simple majority of 51 votes to end the shutdown.

"If he does not, of course, and I expect he will, he will have breached the trust of not only the Democratic senators but members of his own party as well", Schumer said.

Democrats joined Republicans in voting for the CR, which came with promises from Republicans to move on immigration reform, including the Deferred Action for Childhood Arrivals (DACA) program for an estimated 800,000 individuals brought to the U.S.as minors.

Although the Democrats initially dug in on a demand for an immigration deal, they had shifted to blaming the shutdown on the incompetence of Republicans and Trump.
