The government will shut down at the end of Friday if the Senate doesn't get 60 votes on the spending bill passed in the House.

Essentially, federal agencies would be largely shut down with the exception of essential departments, services and individuals.

Senate Democrats are almost united in opposition to the short-term spending bill passed in the House Thursday because it does not offer protections for the "Dreamers", the term for immigrants brought to the US illegally as children who were shielded from deportation under President Barack Obama's 2012 DACA (Deferred Action for Childhood Arrivals) executive order.

With the clock ticking down to a potential government shutdown, the White House on Friday sought to put the spotlight on Democrats.

He said White House officials had a teleconference with the heads of various government agencies earlier Friday morning to start implementing a "lapse plan" to prepare for a cutoff of funding.

"We'd like to keep the government open".

"So I recognize the fact that Washington does not understand the meaning of the word hypocrisy and irony. One of the criticisms they made of folks like me is that I was inserting non-financial issues into an appropriations process, which is exactly what's happening now", he reportedly said. They don't get their paycheck.

We're thirteen hours way from the federal government running out of allocated funding and Democrats on Capitol Hill are still refusing to vote for any deal that doesn't include a DACA fix.

This marks the fourth short-term spending bill Congress has had on its plate since September. "We can deal with DACA between now and March 5, there's no reason DACA has to be dealt with this week", he continued.

The legislation's fate in the Senate remains unclear as most Democrats and some Republicans have said they will oppose the bill.

Mulvaney, who as a Republican member of Congress helped to orchestrate the 2013 shutdown that lasted 16 days, said chances of a shutdown have "ratcheted up".
