The FBI ordered the Apple iPhone hack "the Texas shooter"

The shooter reportedly opened fire on the First Baptist Church of Sutherland Springs on 5 November, killing 26 people and injuring 20.

A Texas Ranger has served a search warrant on Apple for access to the iPhone SE and iCloud account of the Sutherland Springs mass shooter. Apple has maintained that creating a "back door" to the iPhone would undermine its encryption and could prove risky in the wrong hands. They've also obtained a warrant for files stored on a second mobile phone (made by LG) that was found at the scene of the shooting.

This is a similar situation to the showdown between law enforcement and Apple related to the San Bernardino shooter's iPhone. Apple will only provide content in response to a search warrant issued upon showing a probable cause. Apple CEO Tim Cook accused the government of asking his company to engineer the "software equivalent of cancer".

As reported by The Washington Post, the mystery handset was indeed an iPhone.

In a press conference following the latest mass shooting, Federal Bureau of Investigation special agent Christopher Combs criticized industry standard encryption, saying: "Law enforcement is increasingly not able to get into these phones".

According to court records obtained by the San Antonio Express-News, the search warrant was granted on November 9th for files stored locally on Kelley's phone, as well as any iCloud data that may exist on Apple's servers. "We are unable to get into that phone", Combs said during a news conference. That would have been an easy task if authorities had contacted Apple right away for assistance, but they waited too long. Apple reached out to law enforcement after the press conference, offering technical assistance in getting onto the device.
