Following the HC verdict, the chief minister finally ended his silence on the Chandy issue, telling mediapersons Tuesday that he would take the right decision on the issue at an appropriate time.

The court asked how a minister could file a petition against the government, and suggested that resigning from the Cabinet was the ideal option for him, Mathrubhumi reported.

In Kochi, the NCP state executive discussed the matter and chose to inform the national leadership about its decision on the matter.

The Congress party has been attacking the Pinarayi Vijayan government over Chandy's alleged land grab and has demanded his sacking.

Vijayan had very strongly defended Chandy on the floor of the Assembly.

"We can not disclose our decision to media", he told reporters.

"Never before has the court made an observation that the cabinet has lost its collective responsibility". The NCP had also been asked to take a stand on it, he said.

The court cited Article 164 (2) of the Constitution, which stipulates that the council of ministers is collectively responsible, to say that even if a minister does not privately agree with the government's decision, he is expected to support it in public while being a minister. "The image of the Left government has taken a severe beating", said Ramesh.

There was a violation of the collective cabinet responsibility by the minister, the court held.

Although Chandy, who holds the transport portfolio, submitted that he had quit the membership from the company's director board when he assumed charge as minister, the court said it has no idea about his position in the firm.

Kerala transport minister Thomas Chandy is reportedly contemplating moving the apex court after the Kerala high court dismissed his petition challenging the Alappuzha district collector's damning report against him on Tuesday.

The Congress party in Kerala was put in an embarrassing spot after the party's senior Rajya Sabha member Vivek Tankha, a former Additional Solicitor General of India, appeared as counsel for Chandy.

The state leadership of the Congress has expressed their strong resentment to the party high command. "I'll arrive at decision after getting a copy of the verdict", he had said while speaking to media persons here on Tuesday evening.
