Farmers vow to burn stubble until govt offers aid

The court had on 22 September issued a slew of directions to the states of Punjab, Haryana, Uttar Pradesh and Rajasthan to stop stubble burning, saying "we can not have another gas chamber situation".

Addressing the farmers, the union leaders argued that while the NGT had banned stubble burning, the state government was yet to announce any kind of financial aid for the farmers to help them use the stubble instead of burning it. Dr Sidhu said there were many ways to manage paddy stubble, but using it as fodder was the cheapest means for farmer.

The tribunal also asked why the Government cannot develop a mechanism among the farmers itself so that they can solve such issues.

The government has failed to comply with a 21-year-old direction of the Supreme Court to shift manufacturing units and polluting units from non-confirming areas of Delhi, he said, adding: "On the contrary, more and more manufacturing units are coming up in non-confirming areas".

Kokrikalan said that even the state government failed to comply with the NGT order directing it to provide financial help to farmers to dispose of the stubble.

Meanwhile, Bhartiya Kisan Union (BKU-Ugrahan) state general secretary Sukhdev Singh Kokrikalan, said, "In order to dispose of stubble over one acre, a farmer has to spend at least Rs 5,000".

The unabated stubble burning in Punjab and Haryana, estimated to be around 35 million tonnes, is deteriorating the air quality of the National Capital on a daily basis and was banned by the tribunal in November 2015. "When the government is not cooperating with us, we are compelled to burn stubble".
